Most likely a German piece made by Schafer and Vater of Volkstedt. It measures roughly 6 3/4 inches in tall. The handwritten number on the bottom is 2163, and there is a much smaller printed number, possibly 39. It is in excellent overall condition for its age, there are a couple very small chips/flaws (see photos for details).
